Abstract:
This file is a digital geospatial Environmental Systems Research Institute (ESRI) ArcGIS version 9.3 Geodatabase Polygon Feature Class representing land use in northeastern Illinois.
Northeastern Illinois is comprised of the counties of Cook, DuPage, Kane, Kendall, Lake, McHenry and Will. Land use is identified to 49 categories (with additional secondary classifications for selected uses), and was created using color orthorectificed aerial photography that was captured in April, 2005; this photography, in addition to other digital sources cited in this document, were used to compare with the previous (2001) Inventory to identify areas of change. The minimum land use classification area size was 1 acre or 2.5 acres (within the City of Chicago 0.5 acre or 1 acre), depending on the type of land use being classified. Land use categories define homogeneous areas and represent features as they appear on the earth's surface. They are not generalized to any other geography.
This dataset is projected using the Transverse Mercator map projection. The grid coordinate system used is the Illinois State Plane Coordinate System (Zone Number 1201), NAD83 with ground coordinates expressed in U.S. Survey Feet. |

Identification of land use in the seven-county region of northeast Illinois serves in CMAP's development of long-range population, household and employment forecasts in support of the Regional Transportation Plan. In addition to its importance in the forecast process, Agency planners and analysts frequently make use of the Land Use Inventory for analysis and presentation. Outside of CMAP, counties, municipalities, transportation agencies, universities, developers, and conservation groups also make use of these data.

It is required that the Chicago Metropolitan Agency for Planning be cited in any products generated from the data. Published: January 2009." It is not recommended that these data be displayed or used at scales larger than 1:24,000 (e.g., 1:1,200). These data are intended only for display of regional land use patterns, not for the determination of actual land use at any given location.

Land use code IDs are ascertained to be very accurate based upon repeated visual and electronic inspection and repeated usage. This assessment is also supported by the use of numerous GIS reference layers and internet resources as aids in the interpretive process. Many of these reference layers and resources were not available in previous inventories; in addition, some of those that were are now provided in a delivery format and with a currency that allows greater accuracy in the allocation of land use IDs. In general, since there is minimal field testing performed, the accuracy of the land use ID codes will be less than 100%. The accuracy of the data is dependent upon the level of detail of the source and reference files used, the spatial and temporal accuracy of those source and reference files and the interpretation methods used to capture their information and delineate land use.
The dataset was subject to rules of topology. The following topology settings were applied to the feature datasets: > Cluster tolerance: 0.1 U.S. Survey Feet > Rules: 1. Within feature classes, polygons must not overlap > 2. Within feature classes, no gaps must exist
This Inventory, intended to reflect ground conditions as of April 2005, is considered 100% complete. This data set may be updated (with new version number) if deemed necessary due to errors found within the data.
Many factors affect the accuracy of a delineated land use. The main source of error is the horizontal positional accuracy of the base photography, further errors may lay in the delineation of the land use classifications. For each land use classification, multiple decisions have to be made. Someone else, using their best judgment, might generate delineations and/or classifications that may deviate significantly from CMAP's. A second source of error are spatial and temporal errors associated with the GIS reference layers used in the creation of this Land Use Inventory.

This feature class was created by assembling the thirteen sub-regional feature classes into a single mosaic. Used for initial validiation of topology, and to resolve all of the unresolved "Question" polygons.

PREPARE BASE DATA The foundation of the 2005 Land Use Inventory is based on a copy of version 1.2 of the 2001 Land Use Inventory. The basic concept is to take this copy and check every polygon to see if the land use has changed, using the April 2005 digital orthophotography as a backdrop; those whose land use has changed would be re-coded to reflect the current land use. Several factors complicate this approach, including: the addition of Kendall County to the region (Kendall was not a part of the 2001 Inventory); contracting with Northern Illinois University for a portion of the work meant that we had to "partition" the region into separate portable geodatabases; and, of course, the fact that land use change is not always evident from aerial photography. CREATE SUBREGION LAYER Sub-regions were created by splitting the CMAP seven-county shapefile into thirteen regions: Kendall (01), Kane (02), southern McHenry (03),northern McHenry (04), southern Will (05), northern Will (06), DuPage (07), southern Lake (08), northern Lake (09), southern Cook (excl. Chicago) (10), western Cook (excl. Chicago) (11), northern Cook (excl. Chicago) (12), and Chicago (excl. the DuPage portion of the city at O'Hare) (13). Political township boundaries were used to make the county subdivisions. CREATE 2005 LAND USE BASE FILE The Land Use base file was created by using the ArcGIS UNION tool to intersect a copy of the 2001 Inventory with the Subregion polygons. This tool was used so that the output file would include a polygon for Kendall County, which was not a part of the 2001 Inventory. The attribute table was then modified by adding fields to track status (Not Checked, Coded No Changes, Coded With Changes, or Question), the initials of the person who evaluated the polygon, and a "Comment" field. These are in addition to the standard Inventory fields for land use, secondary land use, facility name, water body name, and open space ownership code. Data were queried by subregion and exported into their own personal geodatabases, which then had domains assigned for coder's initials, land use, secondary land use, and open space ownership code.
KENDALL COUNTY WORK Since Kendall County was not covered in the 2001 Inventory, it was coded from scratch using the same methodology as the rest of the region was in 2001. The 2005 NIPC Major Roads file was used to split the county into Busted-Up Land Areas (BULAs), and then the county was delineated and classified using the same "waves" procedures; please refer to the LAND USE INTERPRETATION process step for the 2001 Inventory, earlier in this document, for an overview of this approach. SIX-COUNTY UPDATE Each sub-region was evaluated for change; in a process similar to the 2001 Inventory, sub-regions were reviewed in multiple passes, each time focusing on a different theme or group of land uses. As each polygon is reviewed, it's status (as indicated in the STATUS field) is changed from "Not Checked" to either : "Coded, No Change" (land use is unchanged from 2001), "Coded, With Changes" (a change has been made to the land use code and/or the boundary of the polygon), or "Question, Needs Further Research." FIRST PASS: Areas coded as "Under Construction" in the 2001 Inventory. Since it is almost certain that the polygon will have "changed" from 2001, we wanted to resolve them at the outset. SECOND PASS: Review of Open Space polygons, using updated state and county open space data. THIRD PASS: Wetlands. FOURTH PASS: Open Water, Agriculture and Residential, which are easily identified and rapidly resolved. FIFTH PASS: The remaining land uses.
ASSEMBLE REGIONS & FINAL CLASSIFICATIONS After all polygons were checked and modified for all sub-regions, files were loaded into a single geodatabase feature class, and all "Q" (question) polygons were resolved, through intensive internet searches and/or referencing oblique aerial photography through maps.live.com. Topology was checked for overlapping or missing polygons at this stage.
QUALITY CONTROL Quality control involved the following steps: 1) Checking for multi-part polygons: checked by making a copy of the Object ID in the attribute table and "exploding" the entire feature class; then summarizing on the ObjectID copy field. Result: one multi-part polygon was located, and resolved. 2) Check for orphan records in the feature class (a row in the attribute table that is not associated with a polygon). Result: one orphan record identified and deleted. 3)Check attribute table for missing/inappropriate values. o Two polygons marked as "coded" lacked a land use code (resolved). o Eight polygons had LANDUSE/LANDUSE2 combinations that do not exist (all resolved). 4) Check for identification of selected land uses in the FACNAME field. o Names were to be applied (when possible) to the following uses when a single entity was greater than 100 acres (within Chicago, 25 acres): Cultural & Entertainment (1240), Medical & Health Care Facilities (1310), Educational Facilities (1320), Governmental Administration & Services (1330), Prison & Correctional Facilities (1340), Religious Facilities (1350), Cemeteries (1360), Other Institutional (1370), and Aircraft Transportation (1530). Additionally, all Shopping Malls (1211) were named regardless of size. o Process: " All polygons with the aforementioned land use classifications were selected in ArcMap and dissolved on their classifications (no multi-part polygons). Areas were calculated on all dissolved polygons; a review layer was created out of this shapefile by selecting all polygons where LANDUSE = 1211, or where ACRES => 100, or where the polygon was in Chicago and ACRES =>25. All polygons in the Landuse feature class which coincided with one of these review layer polygons was reviewed to see if all polygons that were a part of that property contained a current name. 5) Check for water body names in WATNAME field o All rivers represented as polygons (LU code 5100) and all lakes (LU code 5200) greater than 40 acres. All were checked to verify that names were present. 6) Check for presence of OS_OWNCODE values in all recreation, golf, and conservation open space polygons (LU codes 3100, 3200 and 3300, respectively). 7) Intersect with 2001 Inventory to identify areas with improbable land use changes o Polygons with "developed" land use in 2001 (LU codes 1xxx) and "undeveloped" land use (LU codes 2xxx, 3xxx, 4xxx( except 4210, 4220 & 4300) and 5xxx)in 2005: After intersecting the two layers, any polygons greater than five acres with a developed-to-undeveloped conversion were visually inspected. Out of 302, 73 corrections were made; others were either sliver polygons due to small boundary corrections, legitimate changes in land use, or situations that required correction in the 2001 file. o Polygons designated as "open space" in 2001 (LU codes 3100 or 3300) coded as "developed" (LU codes 1xxx) in 2005: 8) After intersecting the two layers, polygons greater than five acres with an open space-to-developed conversion were inspected, both against aerial photography as well as the numerous open space reference layers that were used in this project. Out of 114 polygons, 22 required modifications to the 2005 file. 9) One-Percent Sample: 1,196 polygons were randomly selected (based on a randomly-generated list of integers that were joined to the Feature ID of the land use feature class). These polygons were exported into a separate feature class, with fields added to indicate whether the polygon has been checked, a pass/fail/question field, and a comment field. All polygons were checked by someone other than the person who made the initial classification of the polygon. o A total of 57 polygons required modification (category change or geometry repositioning). 10) Targeted check of condominium conversions: during the 2001/2005 time period, a number of buildings were converted into loft-style condominiums, which may not get noticed during traditional aerial photo interpretation. This is a regular occurrence in the City of Chicago, so it was determined that an additional check needed to be made. o Using Cook County Assessor data, all 14-digit PIN records with a Class of "299" (Residential Condominium) were selected, and the associated polygon features were selected through a relate. These parcels were then attached to the land use polygons through a spatial join, and corrections were made where the land use code was listed as something other than residential. In all attributes were changed for 76 polygons.

In low-density residential zones within wooded areas, the woodland should be incorporated into the Residential polygon to the extent that the area of that polygon accurately reflects the housing density of that area.

WETLAND Wetlands Greater Than 2.5 Acres : includes primarily those wetlands which appeared in prior inventories, but were redrafted using digital National Wetlands Inventory coverages and visual cues on the digital photography to help determine the existence/extent of the wetland. New wetlands were digitized when there was enough visual evidence on the 2001 photography, provided they met the minimum size requirement. As in previous inventories, wetlands within open space categories are not included.
