Water treatment plants may be as simple as a well pump and chlorination equipment, or may combine a complex series of tanks, basins, filters, and chemical feed equipment. The exact design will be dependent upon the type of treatment required. Many existing plants struggle with trying to adapt their facilities to new treatment methods required by existing or impending federal regulations for drinking water quality. The federal government has worked with states to implement a low-cost revolving loan program for infrastructure improvements. However, financing upgrade and maintenance of aging water treatment plants and distribution systems is still a difficult problem for many communities.
