Report for the Urban Flooding Awareness Act

The Illinois Department of Natural Resources (IDNR) has released a new report examining the prevalence and costs associated with urban flooding in Illinois, along with strategies and recommendations for minimizing damage to property from this flooding. The Illinois General Assembly called upon IDNR to prepare the report in collaboration with several state agencies.


The Illinois State Water Survey (ISWS) was named by the General Assembly to assist with the report and contributed information on climate, new technology, analysis of costs and prevalence of urban flooding, an assessment of stormwater ordinances and commonly used stormwater design standards, and green infrastructure. The ISWS has been providing solid, objective data and scientific analyses to assist Illinois decision makers for over 100 years and continues to serve the state with “in house” expertise.

One of the recommendations in the report was to prepare a Model Stormwater Ordinance. The ISWS and IDNR have completed the task and the Illinois Model Stormwater Management Ordinance may now be viewed and/or downloaded.

ISWS is assisting IDNR Office of Water Resources in preparing a Model Stormwater Management Ordinance to assist communities who have not adopted ordinances or need ordinance updates. ISWS will continue to work with IDNR to promote and pursue action on the report recommendations.
